China Adjusts Export Controls on Dredger Components: What Foreign Founders Need to Know
China’s Ministry of Commerce and General Administration of Customs announced optimized export control measures for dredger-related items, effective November 18, 2026. Foreign founders involved in manufacturing or trading dredging equipment must understand licensing and customs declaration requirements.
China Updates Export Controls on Dredger Components
On October 19, 2026, China’s Ministry of Commerce (MOFCOM) and the General Administration of Customs (GACC) jointly issued Announcement No. 51 of 2026, introducing optimized export control measures for certain dredger-related items. The announcement, approved by the State Council, is made under the Export Control Law, the Foreign Trade Law, the Customs Law, and the Regulations on Export Control of Dual-Use Items. It takes effect on November 18, 2026, and the Dual-Use Items Export Control List will be updated accordingly.
For foreign founders operating in China—whether manufacturing dredging equipment, trading components, or managing supply chains—the new rules mean stricter compliance obligations. Below is a breakdown of the controlled items, licensing procedures, and customs declaration requirements.
Controlled Items Under the New Measures
The announcement identifies three categories of dredger-related items subject to export control. The control parameters are based on physical dimensions and performance characteristics.
1. Dredger Mud Pumps (8A901.f.1)
Export controls apply to the following mud pump items:
- Complete mud pumps (8A901.f.1.a): Pumps that meet both of the following conditions: (1) suction inlet inner diameter of 0.55 m or more; and (2) maximum pump speed of 400 rpm or less. Reference customs commodity codes: 8413709120 and 8413709980.
- Key components (8A901.f.1.b): Parts specially designed for the controlled pumps above, including: (1) pump casings with an inner diameter of 1.3 m or more (including inner and outer casings); and (2) impellers with a diameter of 1.3 m or more. Reference customs commodity code: 8413910010.
Technical definitions: “Suction inlet” refers to the opening through which fluid or medium enters the pump during operation. “Pump casing inner diameter” means the inner bore diameter of the casing. “Impeller diameter” means the outer diameter of the impeller blade wall.
2. Dredger Dragheads (8A901.f.2)
Dragheads used in trailing suction hopper dredgers with a suction pipe diameter of 0.55 m or more are controlled. Reference customs commodity code: 8479109010.
Technical definition: “Suction pipe diameter” means the inner bore diameter of the draghead discharge outlet.
3. Dredger Cutters (8A901.f.3)
Cutters used in cutter suction dredgers with a cutter ring outer diameter of 2.1 m or more are controlled. Reference customs commodity code: 8479109010.
Technical definition: “Cutter ring outer diameter” means the outer diameter of the cutter head base.
Licensing Requirements for Exporters
Exporters of the items described above must apply for a license from the competent commerce department of the State Council (MOFCOM) in accordance with the Export Control Law and the Regulations on Export Control of Dual-Use Items. This means foreign-invested enterprises in China that export these goods must obtain the necessary export licenses before shipment.
Customs Declaration Obligations
Exporters are responsible for the authenticity of declared goods and must strengthen the identification of export items. The announcement specifies two key declaration scenarios:
- For controlled items: The remarks column of the customs declaration form must state “属于两用物项” (dual-use item) and include the relevant dual-use export control code.
- For non-controlled items with parameters close to the control thresholds: The remarks column must state “不属于管制物项” (not a controlled item) and provide the specific parameters, indicators, and performance data.
If customs has doubts about the completeness, accuracy, or authenticity of the declared information, it will raise a query in accordance with the law. During the query period, the export goods will not be released.
Practical Implications for Foreign Founders
Foreign founders with operations in China that involve dredging equipment should take note of the following:
- Review product specifications: Check whether your products or components meet the control thresholds. Pay attention to suction inlet diameter, pump speed, pump casing inner diameter, impeller diameter, suction pipe diameter, and cutter ring outer diameter.
- Verify customs codes: The announcement provides reference commodity codes, but exporters should confirm the correct classification for their goods.
- Prepare license applications: If your items are controlled, apply for an export license from MOFCOM before shipping. Ensure sufficient lead time.
- Ensure accurate declarations: Train staff to complete customs declarations correctly, including the required remarks and technical parameters. Inaccurate declarations can lead to delays or penalties.
- Monitor updates: The Dual-Use Items Export Control List will be updated in line with this announcement. Stay informed of any further changes.
The measures take effect on November 18, 2026. Companies are advised to adjust their compliance procedures accordingly.
